Labour force

A group of citizens within a society that either have remunerated work or are available to carry out work in exchange for remuneration although they may be unemployed at the present time.

Those who are not in the labour force are usually students, retired people, housewives and "discouraged workers" who are rarely counted among the unemployed because they are not actively seeking work.
